Dr. Mel-Oliver S. Balagtas currently serves as the Officer-in-Charge (OIC) College President of Bulacan Polytechnic College (BPC), appointed in February 2026. A respected educator and leader, he has demonstrated a strong commitment to academic excellence, institutional growth, and community development in Bulacan.

Prior to his appointment, Dr. Balagtas held key academic leadership roles within BPC, including serving as Program Head for Hotel and Restaurant Services and Diploma in Hotel and Restaurant Management Technology programs. His leadership emphasized industry-aligned education, student development, and faculty engagement across multiple campuses.

Dr. Balagtas is actively involved in civic and educational initiatives, including participation in national academic conferences and contributions to community organizations such as the Sto. Niño de Malolos Foundation Inc. He is also affiliated with the TESDA Advisory Council, advocating for technical-vocational education and skills development.

Under his leadership, BPC continues to strengthen its focus on innovation, research, and quality instruction, fostering a dynamic learning environment for students
