The Bulacan Polytechnic College is formerly known as the Bulacan Public Community College (BPCC) which was located before near the capitol building of the Provincial Capitol of Bulacan. It was housed in Marcelo H. del Pilar High School then were in the library was not yet being emphasized. It was when the BPCC changed its name into BPC that the college transferred to another location. It was also the time that the library established and was pioneered by the present SG adviser and Students’ Affair Head Mrs. Marissa Mendoza. She used to handle the library for only one semester of the year 2001. She left the library because she is not a graduate of LIS.
In the second semester of the same year, Mr. Antonio Querol takes charge on handling the college library. But left after finishing the contract for that semester because as like what Mrs. Mendoza was, he is not a graduate of LIS.
Ms. Rose Anne Salhay was the next librarian in the college. A PNU graduate licensed and was taking up her Master’s degree in the University of the Philippines, Diliman. She handled the library for more than 3 years (2002-2006), but left the college in the year 2006.
It was in the year 2006 when Ms Rhea Marcelo was hired as the next librarian. She graduated at Baliuag University with the Degree of LIS. She stayed in BPC for the Academic Year, 2006-2009.
By the year 2009, Ms. Diana Lynn Radores was officially hired as the newest College Librarian. A BSU graduate and had taken up Bachelor of Library and Information Science (BLIS). She is also a Board passer and had finished her Masters of Library and Information Science at the Baliuag University. Right now, she is facing challenges and enjoying her stay here at BPC. Together with her in the library are Mr. Wilfredo C. Cruz and Mrs. Veronica P. Manio.

Vision
In line with the past and online with the future, the BPC Library seeks to become the heart of the Bulacan Polytechnic College in the flow of scholarly information, collecting and accessing information sources from throughout the world and disseminating them to teachers and administrators, students and researchers. Through its library instruction programs and professional services, the BPC Library also seeks to help its users in the transformation of information into knowledge in support of the teaching, research, and community service programs of the Bulacan Polytechnic College.
Mission
To select, acquire, develop, organize, maintain, preserve, and make readily available up-to-date information sources needed to support the teaching, research and community service programs of the BPCians To nurture for both library users and staff a caring and learning environment conducive to the transformation of information into knowledge by utilizing appropriate information and automation technology, providing adequate library facilities, training competent library assistants, and requiring the highest standard of personal excellence in skills employed and services rendered

Responsibilities:
- Plans the programs and activities designed to complement the school’s objectives policies and programs.
- Prepares library and reference materials.
- Plans and organizes procedures andmstrategies designed to maximize the use of print and non-print materials and equipments.
- Plans for the collection development of print, non-print, and audio-visual materials.
- Enlists faculty participation in the selection and evaluation of books and audio- visual materials.
- Supervises the classification and cataloging of print and non-print materials as well as the mechanical processes.
- Recommends to the administration what to purchase books and audio-visual materials.
- Renders reader’s service to the teachers and students.

Job Description: Student Assistants

- Assists in the loan, return and charging desks.
- Assists in the preparation of the bulletin board.
- Shelves books and keeps them in order.
- Maintains necessary records of Library services including monthly statistics.
- Assists in the physical processing of books.
- Assists in the updating of the vertical file.
- Assists in the inventory of books and other materials.
- Assists in all Library routine tasks.
- Enforces the Library rules and regulation.
- Performs other tasks as assigned.
Types of Library Resources
The utilization various types of library materials shall be subject to the following rules and regulations.
General reference books/materials
This is a non-circulating collection of general and specialized books providing quick access to factual information on the entire range of human range. Such general reference materials are encyclopedias, dictionaries, handbooks, atlases and other covering general fields. These materials are for room used only but some may be issued for classroom use upon request of a faculty member, but these shall be return immediately.
Periodical materials
The periodical collection of the library includes journals, magazines, and newspapers. The utilization of periodicals are for room use only.
Reserve books
All books for the regular collection may be placed on reserve through the teacher’s option. Additional copies will be purchased if the need is apparent.
Books for circulation
Most of the books in the library may be taken out for home reading.
Fiction books
These books are found in the circulation section. It contains books on adventures, romance and novels intended for leisure-time reading. One book is allowed for home reading for a week and subject for renewal.
Filipiniana materials
This consists of collection of books of non-book materials about the Philippines written inside or outside the Philippines by Filipinos or non-Filipinos in any of the Philippine languages or dialects or in foreign language.
Vertical file
The vertical file comprises of newspapers clippings kept in folders with subjects and filed alphabetically.
Non-print materials/ instructional media
This is a collection of non-print materials together with various equipment. These include electronic resources, charts, globes, maps, slides, cassettes, video cassettes, transparencies, maps, films, filmstrips, and others.
FOR STUDENTS
General Rules and Regulations
- Students may enter the library from 7:00am to 6:00pm to avail its services, resources and equipments.
- Students must present their library card upon entering the library. Issuance of library card is at every start of each semester.
- All borrowing privileges require a library card and this card in NON-TRANSFERABLE. Lending of library card to others may suspend the owner to his/her library privileges.
- A lost library card should also be reported to the library staffs for replacement. P15.00 is to be given by the student for the processing cost.
- A conducive study atmosphere is to be maintained in the library. SILENCE must ALWAYS be observed. Even audio devices or any electronic equipments generating noise are not allowed.
- Each student using the library is responsible for setting up the room and returning it to its original condition. No food and drink are to be allowed.
Borrowing Privileges
- General Reference Books must only be READ within the library.
- Only Circulation Books with two (2) or more copies may be borrowed for overnight use. Loaning of books start at 3:00pm and should be returned at 7:00am the following day.
- Reserve Books, Serials and other library materials borrowed for photocopying should be returned after 15 minutes.
- Missing pages should be reported immediately to the librarian. The last who loaned the library materials must be liable for the damaged.
- Audio-visual Materials may be borrowed for classroom use by presenting a letter of request at least one (1) day before its date of use. The materials should be returned immediately after using it.
Overdue/Lost Books
- Overdue fine is P3.00 per day for General Circulation Books; P5.00 per day for Reserve Books and Serials; and P20.00 per day for Audio-visual Materials.
- Lost book while on loan should be reported to the librarian. After one (1) week of not finding it, the lost book must be paid according to the value determined by the librarian based on the current prices or replaced it with the same title.
- Delinquent borrower is not allowed to use the library and its services unless he/she settled all accounts due to the library.
- Everybody is enjoined to observe the rules and regulations set by the librarian as approved by the Administration. Clearance will not be issued to those with pending account of books and other library materials charged to his/her name.
FOR TEACHERS
General Guidelines
- Teachers may enter the library from 7:00am to 6:00pm to avail its services, resources and equipments.
- Teachers are requested to inform the library staff for the reservation of the library reading area for research classes one (1) day before it will occur.
- Teachers should also monitor the behavior of the students.
- All borrowing privileges require a valid school I.D.
- In case a faculty member resigns or goes on leave of absence, he/she must return all books and AV materials borrowed to secure his/her library clearance.
Borrowing Privileges
- General Reference Books are STRICTLY for LIBRARY USE ONLY.
- General Circulation Books with two (2) or more copies may be borrowed for 2 days/2 overnight uses. Loaning of books start at 3:00pm and should be returned 7:00am the following day.
- Reserve Books and Serials are for LIBRARY USE ONLY but can be photocopied if needed for 15 minutes time allotted.
- Missing pages should be reported immediately to the librarian. The last who loaned the library materials must be liable for the damaged.
- Renewal of books borrowed may be possible provided that they are NOT in demand.
- AV Materials and Equipment can be use for classroom use and within school campus provided that a letter of request has been presented to the librarian one (1) day before its use.

Activities/Services
- Library instruction – very 1st semester the Librarian conducts the library orientation among the freshmen. The following are the guidelines in the provision of services:
a.1 Library personnel shall be fair in the application of library’s policies.
a.2 Rendering of services shall be, as much as possible, on a one staff-to-one patron basis.
a.3 Library personnel at all times, presentable in appearance. Unless stated otherwise all library personnel are required to be in proper school attire during workdays.
a.4 Library personnel shall take appropriate measure to inform its patron community of the temporary closure of the library for the following reasons:
a.4.1 renovation of facilities
a.4.2 use of library for planned meetings
a.4.3 meetings or activities requiring all library staff
a.4.4 annual inventory of collection
2. Biblist or list of new acquisitions – List is also posted in the Faculty area, staff lounge/area and other common area.
3. Bulletin board display – With monthly theme (depends on the school calendar of activities).
4. National book week celebration – In coordination with Bulacan Public Librarian’s Association, Inc.
Library Conduct
The following code of conduct has been adopted for the comfort and protection of all those using the library materials and services. These rules and regulations shall apply to all entering and leaving the library vicinity.
- Loud or boisterous behavior.
- Conversation that is disturbing to other researchers
- Abusing library furniture, equipment, or materials
- Running in the library
- Theft or vandalism of library property
- eating or drinking in the library.
- Using radios, tape players, or other personal listening equipment at a level that can be heard by other students.
- Laptops and cellular phones are allowed so long as their speakers are turned off.
